UCU has been in consultations with the CCW management over the summer in respect of the CCW 'efficiency programme' and also the Research re-structuring. These are legally required formal consultations under the TU act. UCU has requested financial information and answers to many questions about the running of CCW and we hope to be able to pass these on to members asap.

Following informal discussions over the summer period between the UCU regional official Greg Barnett and Clive Bane, agreed in the UAL branch co-ordinating committee, UCU was hopeful of progress towards resolution of the current collective dispute at UAL.
Members will recall that there are three strands to the dispute - course closure consultation procedures; redundancy procedures; and redundancy compensation. On 12 November UCU tabled a document for consideration by management as the basis for formal negotiations in respect of redundancy procedures. The proposed agreement encompasses redundancy avoidance measures and full consultation procedures as well as details of how redundancies should be managed in the event that they prove unavoidable. UCU is currently reviewing the management response to this and we remain hopeful that on this issue there is a prospect of a negotiated settlement.
As far as the other two strands of the dispute are concerned the ball is very much in management’s court. UCU understands that management have two documents relating to course closure procedures for consideration by UCU, but these have yet to be tabled formally.
Possible grounds for negotiation over redundancy compensation arrangements have been discussed informally and the issue is currently with the management side to consider their negotiating position in respect of this issue including future cost implications.
It is anticipated that further discussions will be required prior to the commencement of formal collective negotiations. UCU had hoped that formal negotiations would start before Christmas and while that now looks unlikely we will continue to press management for a response on all elements of the dispute as soon as possible and will keep members informed of progress.
Once progress has been made in UCU negotiations with management, further talks will be need involving the other recognised trade unions at UAL before proposals can be presented to members for their consideration as a basis for ending the dispute.

Advice to AL's if you are offered a redundancy payment - accept using the wording below.
'I accept the redundancy payment as outlined in your letter of (date) and as per the 2009 Agreement. I am currently working a programme of reduced hours offered for this academic year. I understand that if I accept the redundancy payment now my continuous service reverts to zero and I can make no further redundancy claim until two years have elapsed . I also understand that taking up this offer in no way restricts me from accepting further offers of hourly paid work at UAL in the current academic year or any future academic year."

2.2.1 Course Project Strand The Course Project was developed to address some of the challenges to our efficiency posed by the diversity of UAL course provision in terms of both size and structure. It was agreed that there should be greater consistency in course structures and “course size” so that we could better exploit our IT systems in automating standard business processes and to reduce duplication of effort.
It was agreed that an approach of “clustering” courses to deliver the consistent “course size” should be adopted and in 2010 Executive Board agreed that all UAL courses should be organised in Programmes from 2011/12, and that this is the structure within which UAL’s course organisation and management infrastructure should be developed.
Further detail about how courses will be clustered, including the processes that will be managed at Programme rather than Course level, can be provided if this would be helpful.
Here's an even better bit on 'people' (whatever they are.) 2.2 People Project Strand The People Project was tasked with developing a staffing resource model to support effective delivery of core processes and introduce greater consistency in resource levels, roles and job titles. The project also aimed to address issues which had previously been identified by SICOM as contributing to an over dependence on Course Directors/individuals rather than a team, therefore putting course organisation and management and ultimately our reputation at risk.
The project team used process mapping to understand and differentiate what the roles and responsibilities of academic, technical and administrative staff should be.
In 2010 Executive Board approved an outline staffing resource model with standardised roles and job descriptions. These roles and job descriptions needed to be developed further, with more detailed input from staff across the Colleges. This work took place over the summer and autumn terms. In autumn 2010 the need to link with the Registry Review project was identified and agreed by Executive Board.
And here is the really creative 'Process' strand. Process = IT (obviously) Process Project Strand The Process Project’s aim is to improve UAL’s business processes and the IT infrastructure that supports them. The vision is: “ to have integrated IT systems – one piece of data entered once and shared by systems, with the Student Record System at the core, generating data for all other systems ….”
The Process Project has taken a coordinating role between a range of UAL initiatives and IT projects which impact on the student experience and/or course organisation and management. These include the Identify Management Project, Effective Timetabling Project, Staff/Student Portal, Online Payment Project, the programme of enhancements to Blackboard, and the upgrade to the Student Record System, QLSv4. Student Self Service is a facility in the Student Records System to update personal details online and was initially introduced for students in summer 2010. Work is also in progress on an assessment recording module.
And Finally in case you thought SICOM had something to with teaching and learning (THE CORE BUSINESS OF A UNIVERSITY) 2.3 Efficiency Programme SICOM is not directly linked to the Efficiency Savings Programme. However, it has worked to identify areas where processes can be rationalised, IT solutions introduced and procedures/common service standards implemented.
